Is it possible to Customize the phone app?

I want to know if there is any way to move the bar at the top of the screen in the phone app, that's the bar with the "Keypad" "Logs" "Favorites" and "Contacts" buttons, to the bottom of the screen?

This would make the phone app more one-hand friendly.

I doubt it. But there are a number of 3rd party replacement phone apps in the Play store. Maybe one of those will better suit your needs.
