If you have an app that can open that type of file. ("bin" just means that it's in binary, not human-readable, format. It doesn't tell you what's in the file.)
Computers don't open files, apps and programs do. You need the app that created the file to open it. (If it's a bin image of a DVD, you'd probably have to convert it to an iso file, burn it and rip it - and that would take a computer.)
