Ok so I need to use this app called panda touch go that basically gives support to use my samsung keyboard cover to function for key mapping for some android games I'm playing.

Thing is it requires usb and wireless debugging enabled inorder to use it which requires the developer options to be left on.

For some reason if I turn it off these settings don't get saved and are turned off as well. If I cant get the developer options removed from the settings screen without resetting the two changes i made, is it bad to leave the developers options on in the long run?

I've had developer options turned on my p8p since I bought the phone in Oct of 2023. Not to mention every other phone I've owned. So yes it is safe so long as you're not passing your phone around like a bag of popcorn.

I think some apps that deal with sensitive info (like banking apps) might not work if Developer Options are on, so just be aware of that.
