Is my external card used or not?

Not sure what is happening but I have moved a lot of apps, including a 2.54gb game to my external card but the storage shows only 393mb used.

Anybody know what is going on?

I also went into each application to confirm their storage is indeed external including that 2.54gb game.

Unless you are using adopted storage, the entire app cannot be moved to SD. In some apps less than 10% can be moved, which I suspect for your 3GB game. Hearthstone is an example where it's 3GB game but less than 1GB moves to card.
 
So, how exactly SD card is useful? I was thinking "move" meant it moved the app's storage to external memory while the app's code was running from the internal memory.

Android stopped officially supporting SD cards as of 4.0 because of several elements exploiting SD card security holes. Since then, SD cards were for media only and partial app moving. This was fixed with Android 6.0, where Android gives the option of adoptable storage. There are several caveats to make this work properly though. Since a slow or old card will make the entire phone slow down. Also, Samsung and LG hid the option from regular users for now as well.
