It depends. I think the Note 8 is still one of the best phones you can buy right now even with the S9/S9+ available. Mine runs as good, if not better, than it did 6-7 months ago. I won't be looking for something else until at least the Note 9 and even then I don't know.
Is it a huge upgrade from the S8? I don't know that it is unless you want the bigger screen and SPen. The S8 is still a good phone as well so it's just a matter of what you need or find value in.

As long as google pushing those security patches and updates like there doing and there working well I don't see why not
My note 8 running really good I think someone on YouTube that has a note 8 with the latest security patch needs to do a battery test to see how long it last compared to the newest phones because I believe it's up to par now

I've found it to be an amazing phone. Like one guy said about it, take Android 8, add Samsung's innovative software touches on top of that, and then put the Spen software on top of that - makes for a phone able to do many, many things running on excellent hardware including a large, beautiful screen.

We have had 6 note 8's in the family for just about a year. None of us would go back to a small phone. So far we so no features on the Note 9 to upgrade from the note 8. Maybe the note 10? Now, if the note 9 got rid of the curved edges on the screen, I would change in an instant

Note 8 is in another league so its no doubt way better than the s8. if price isn't issue id say why not ?

I would go for it. I went for it. My note 8 from T-Mobile is due to arrive tomorrow for me. It's less than a year old still. Personally, I feel this is fine. I purchased my Galaxy S5 in May 2015 which came out a year before that and it was a great phone up until May 2017 when I had it.
IMO I wouldn't go for any phones past one year old.

If you can get in on the recent deals of $300 price drop, I actually am not sure if the Note 9 will be "much more worth it" at full price.
IF... the Note 9 has a 4000mah and in screen fingerprint sensor, then those two improvements/feature alone for me would make the Note 9 exciting enough to consider buying. Easily a solid 1.5 day battery life smartphone finally with 4000 mah and a trick in-glass FPS sound cool. Really don't care about in-glass but for full price I'd like a wow factor new feature.
If the rumors go the other way and the battery is about the same and no in-glass FPS... basically an S9+ with an S-Pen, then is the new S9 level specs worth paying up? The S9+ everyone thinks solid phone but it's not that exciting over the S8 or blows it away.
I'm then happy waiting for the Note 10 if by then has the better battery and in glass FPS. 8 month have flown but phone still feels new and having fun. I have no doubt I can go 12 more month on top of that and be happy with this phone waiting on Note 10 info.
If you're not in a rush just wait a couple of months... if the Note 9 sounds awesome then buy it. no doubt once info is released, you'll see Note 8 prices go back down to make way for Note 9... I think.

Personally I'd say if you already own an S8+ it won't be too much of an upgrade as the S8+ is already an amazing phone. My wife has the S8+ I have the note and aside from the S-pen functions there isn't too much of a difference. I'd just wait on the note 9 if you really want to upgrade. It's going too be out in the next 2-4 months supposedly and there will be guaranteed crazy promos that should make the difference in price about the same as the 300 dollar price drop on the note 8.

A mint Note 8 for Verizon on Swappa is around $600. Are there any reduced prices on cash transaction for new Note 8 at VZW? I don't do payment plans.
