Will the new Sprint / Motorola Photon 4g smartphone be released with Android 4.0, "Ice Cream Sandwich"?

ICS isn't due to drop until the fall. Most likely the first phone with it will be the next Nexus phone (Nexus Prime or whatever they end up calling it).

the photon meets a the requirements for ICS so it's up to motorola when/if it gets updated to it. for the former pre owners, but a phone that works how you want it to now, if it gets updated then that's icing on the cake

:) Great! I can update Android v2.3 (GB) to v4.0 (ICS) in the Fall. Thx.:)
I'm not trying to be a Debbie Downer but I would get excited just yet. It's not guaranteed to get until Moto/Sprint say it is, so I would just be happy 2.3 and IF it gets ICS then start jumping up and down :p

I've learned to stop getting overly excited about updates until I see something saying "[enter OS version here] is available now!!" I still get a little excited though.....LOL

I remember reading that it was expected to be dual core, but that got debunked pretty quickly

I can't imagine anything less that a single core 1GHz. The stuff google wants to implement looks to be somewhat processor intensive (like the holographic UI featured in honeycomb), streaming movie service. There's no way that the old sub 1GHz androids will be able to handle it and the manufacturers aren't going to spend the time (even if available) to port ICS to the old phones. Google of course could allow ICS UI elements to be turned off, but then it won't really be unified

Again nothing is official from google yet, but I don't think I'm that far off
