Is there a portable hotspot application that I can use if I have Wi-Fi at home, but phone doesn't have data????

Welcome to Android Central! A portable hotspot works with your mobile data, not with wi-fi. It uses your phone's wi-fi signal to broadcast a wi-fi hotspot, but the incoming signal has to be mobile data. So the answer is no. Sorry!
