Is there a way to fix the zoomed in stories (and maybe the whole app itself?) on Instagram?

Whenever I go on Instagram to check on other people's stories, they always appear zoomed in for some reason. I have a Samsung Galaxy S9+.

Nope. This is all on Instagram's side: they crop out the images when they don't meet their standard aspect ratio...which your phone doesn't have.
