Every time I go on Chrome to go on a website, I have a pop up that says
We have detected that your SOMY XPERIA E4 is 28.1% damaged by the Four Virus.

If this is real, then how do I stop it from accessing all of my privacy?
If it's not real, then how do I stop the pop up?

It sounds like a scam to me (and your phone is actually infected by virus). If I were you, I would reset the phone - that is fastest & cleanest way. Remember to backup your personal data (pics, videos,..) already.
