Is this a version of the bootloop issue?

I'm having a problem with my G4. When it's on charge I'll hear the notification sound for full charge but it keeps repeating itself about every 5 seconds or so. Go over and pick up the phone and swipe it and the screen is flashing between the default wallpaper and a totally black background but all of the icons, clock, etc. are still on there. It's just the back ground that keeps alternating but it won't stop.

If I hold in the power button on the back to shut the phone off and reboot it I have to be very quick to hit POWER OFF because if I miss it the flashing will get rid of that power off screen. But powering it off and back on again stops the flashing issue.

It has done it maybe twice on just unlocking the screen since I've had the phone but every other time it's been when it's recharging. The phone is nearly 2 years old. The reason it's concerning me now is it's done it twice in the past week and 3 times total in the last month so it's getting more frequent.

I only owe about $70 on it and can upgrade in October or November if I just keep making the regular payments. But with this issue happening more and more I'm just wondering if I should go ahead and pay it off and dump it and get something else.
 
Have you tried another charger and cable? I've had similar issues a few years ago with screen problems while charging, turned out to be the charger.

I've only got the one charger. It's done it a few times before on just the regular swipe to wake up the phone. The last time it did that was back in May. But mostly it's when it's being recharged.
