Question Is this adb code valid today?

Basically I want to reset MIUI 13 privacy password without factory reset, and I saw a web page (https://www.webcazine.com/19186/miui-what-to-do-if-youve-forgotten-) from a few years ago that said that with the code mentioned there (option number 4) it would work. Any ideas?

You don't generally need to be rooted for adb settings. Try it and see, the worst that can happen is you'll get an error message. Also, if successful and after you have reset the password, rerun the second adb command but with '1' instead of '0'.
