Is this Chinese system app safe?

I found in Apps/All this app "工厂模式测试" which means (if I manage to translate it correctly) work factory mode test or factory mode working test. The App has many permissions, but I guess it's okey since this is a factory mode app.

Is this app regular, safe system app or some kind of virus/malware?

This device is 6 years old and this is the first time I have heard of it. I suspect that will be the case for other users on here. We can tell you the ins and outs of mainstream manufacturers devices but I think you will struggle to get an answer, sorry.

Welcome to Android Central! That sounds like a normal system app -- there are similarly-named system apps in English on my devices. But with these direct-from-China devices, it's hard to be sure.

Yeah, it's not so popular company from Poland. I knew there aren't too many people who are familiar with this device/company, but I saw similar Chinese system apps like "工厂模式" ( translated: factory work mode, I guess) in one youtube video about deleting Chinese malicious apps where that guy said it looks like system app but he wasn't sure about that. Anyway, I assumed that someone might know what's going on with those apps since I saw them on few different phones, but maybe people in my area just buy these low-grade devices than the more popular ones.

I agree. While there are valid concerns about the quality and authenticity of many/certain Chinese products, too many people immediately assume that just because it’s a Chinese product it must be dodgy in some way. Convincing people that Huawei phones don’t spy on you for the Chinese Government 24/7 is unbelievably difficult sometimes.
