So I don't know why, but the issue for me seems to have resolved itself. I had powered off my watch at work out of frustration and when I came home I dropped it on the charger. Since I had done a factory reset, wifi was turned back on on the Moto 360 and it connected to my network. I only found that out now when I come upstairs and noticed the watch was on. I picked it up off the charger and played around with it and it's working perfectly. I turned wifi off but it wouldn't connect to the Droid Turbo 2, so I restarted both the phone and the watch, they connected fine and now everything seems back to normal.
The only thing I can think of is somehow the watch got what it needed while connected via wifi and that's resolved the problem with the phone connection and Google Play services. I have automatic updates turned off on my phone and I don't see an updated version of Android Wear so I don't think anything changed on the phone. It's all pretty strange.
