keep wifi off

Is it at all possible to turn WIFI off and have it stay off. Tried going to setting, but it turns itself back on.. Am I missing something? Was able to keep WIFI off on my galaxys3.
Any help would be great. Thanks

Look around in the connection settings for a Sprint Connection Optimizer and turn it off. I am not sure where they put it in the Note 3 but that's what is causing it.

turned off the optimizer,but still came back on. Was at a sprint store and they got into the optimizer development tools and shut automatic log on.
