Kid-safe User Account?

I've tried to add a user account with limited access, but can't completely isolate all settings functions, etc allowing me to hand over my tablet without expecting various changes, New shortcuts, some setting changes... I can control access to all apps except Google searches & the "all apps button", & drop-down quick settings. Any ideas??
