What do you mean: entire package? Is the OTA missing something?

If its anything like with IOS, ota will only update the new parts, where as downloading it via computer installs it fresh. Don't think that's how it works with android. But ota is over the air and its what happens when you check on your phone under software updates

Make sure you have Debugging option turn-on under Phone > Settings > Developer.
