Lady talking when I do anything on S4

How do I stop the lady who is talking when I go on the internet, look at pictures etc. Page opened, Page closed, etc.
I must have hit a setting but I cant find it anywhere.

In setting look for accessibility toward the bottom. Make sure talk back is turned off

Everything under Accessibility should be off, except maybe Auto-rotate screen.

Everything is off, very strange, maybe its an app I downloaded.
Really appreciate the help

This seems to be a bug with lightflow and NoLed. Have you downloaded either one of these apps?
