I have spoke to AT&T and they said it is not the apps problem it's a software that LG has to correct but I understand where you are coming from. I even ask AT&T about that because I do know that apps have access to that. When I first bought the phone when it came out in May 2013 I never noticed about this problem until now. Perhaps when it was new it had this problem but I was not aware of it. Now we all just have to wait for LG to fix this problem.

I am a Verizon LG G2 owner and have this problem, but let me add another level of why this is so horrible for me. Yes, the gps turns on randomly most likely due to an app or a weather widget or something we have no idea what that is until we get on KitKat. The problem is (1) if I am indoors with no abililty to get a GPS signal, the GPS will CONTINUE TO POLL , INDEFINITELY until I return outside and get a signal or my battery dies. (2) make matters worse, this is occurring due to a stock application on my LG g2 4.2.2 device and therefore I cannot uninstall or stop whatever the culprit is. I've disabled all apps it will allow me to.. I've deleted weather widgets..etc Sure, I can disable GPS altogether but I actually use my gps quite frequently when I am outside and it's annoying to enable and disable gps, even moreso annoying in 4.2.2 where there is an extra button click. HELP please. My only qualm about the device.

I am too having an issue with this, I'm on Verizon aswell except I don't use my gps at all but since I've had my phone it's never gone away!

I had the same problem on my LG phone. Someone else posted on a different thread the following that worked for me:
Go to Settings
Scroll down to Location Access
Turn on Access to My Location
Check the box next to WiFi & Mobile Network Location
Un-check the box next to GPS
Then, Turn OFF the Access to my Location

That sequence of of keystrokes worked on my phone. I got my battery life back!!
I have a LG Optimus G Pro running Android 4.1.2 / Kernel 3.4.0 / Build JZO54k / Software E98010p

As a note Verizon location services is also on the GPS and is a problem with locking on sometimes

I am still randomly having this problem, and AT&T's most recent release had no fix for this (D80010o) it was updated from (D80010d).
I used to keep Carrier IQ off all the time, but then realized it wasn't impacting battery life or phone operation speed, so I just let it be. Now with this GPS proble, I just turned it off again, let's see if GPS comes back. What kind of nonsense is this, we cannot tell which apps are accessing what..

Probably Google being nosy.
Seriously I think only way to get rid of all this nonsense is to root and take full control with a custom Rom. Otherwise it sounds like apps and Google sucking info off device constantly.

I've just rooted my phone as I want to delete the AT&T Address book.
Do you know which process should I remove to stop the GPS from turning on?

If this is a recent problem try and think of the apps you have downloaded recently I am sure its one of the applications turning your location settings on.If this is not the case, then try booting your LG D800.I think its either a bug or an application running on the background.You could also try flushing it.

I agree with the above.

A lot of apps will have processes running in the background. So if they have Location permissions / settings it can do little checks at the apps will (especially if the app has a refresh interval type setting).

I use a combination of disabling all auto-refreshes / location settings on apps when I download them (you'll know as it'll have that location access popup when you get it from the app store) and Greenify to prevent anything from running like that as much as I can. Only things I leave outside of it are auto-updating widgets, and core features I want background access. Seems to help a lot.

If I turn off GPS apps should not have permission to turn it on. That's not right.
Therefore I believe it is something else like ATT or hard coded instruction.
Like how apps should not be able to turn on WiFi etc.
Anyway, too bad Google doesn't have a proper log or firewall on these phones in order to feed app developers and take their side instead of end user's.

I know in a lot of the 4.3/4.4 builds I've thrown on my phone there is a set of Privacy Permissions. Basically you can toggle through every app on your device, and set what it's allowed to access in depth. So you can disable things like Location for anything.

It's quite nice. I don't know if it's stock 4.3/4.4, or specific (I think the PA ROMs have it) but it'd be a nice feature going forward.

Thanks for the info. I never really paid much attention to it for anything other than tuning, but remember seeing it in the past.

I think main issue is that even basic functions like this is being compromised. If an app can turn on GPS that has been specifically turned off by user, what else it can do...

Any solutions to this? My LG g2 GPS turns on when plugged into the charger and also when receive a call. Any way to disable this? I don't remember it happening before. So annoying. Thanks

On 2/14/2014 AT&T did an ota update and some of the settings changed on my g2.
The gps problem wasn't addressed on this update. Seems as though LG installs this @ factory and from what I've been told from from AT&T DSC,that AT&T ask for it to be removed,
some were and some are not, depends on what batch they have in stock. HUH?

1st, go to setting/apps/running/android system/ and disable the "IQ SERVICE AGENT".
This will disable the gps from auto/searching turn on. When using some Apps. it will ask for manual turn on of gps,
If you reboot or turn off your phone you have to do this all over again. also I think the only way to turn it back on? if needed.
Anyways AT&T customer support has been fantastic!
Want to add one thing after doing the above AND stopping background services my battery life has improved greatly. Standby time is now up to 3days and on this 3rd day it's at 67% with moderate use....background services is required for Google Play Store, downloads from mobile.

I'm in American living in Thailand after several Samsung phones I bought a Chinese copy 4.2 .1 Android off of ebay , rooted it and I'm having the same problem , so I believe its generic Android handling of allowing many different apps to use the same network location services
