LG (G4?) won't charge except from wall plug

This is the second LG I've bought. They seem to hate charging from anything other than 110V sources - especially when low or 0% battery.

I've been pulling my hair out, trying different cables and nursing the phone like a babe-in-arms. Usually I'm trying to charge it in my car from the cig lighter, and it just won't charge. I've tried using new cables but to no effect.

Is this an LG thing? Are other phones as reluctant to charge from low voltage supplies as this?

What kind of car charger are you using? Examine it carefully for fine print indicating the output voltage and current, then report back.
