LG G6 flashlight brightness less than camera brightness

I have a new G6. On both Android 7 and Android 8, the flashlight is poorer than the flashlight that comes with the video camera.
I have tried the G6 flashlight and also 4 flashlight apps. All of these produce a lower brightness compared to taking a video with the flash on. I tested it by using another camera and taking comparison pictures. There was an obvious quality difference, with the video "flashlight" picture being much brighter. Is this a problem with my particular phone? Is there a setting where I can increase the flashlight brightness?

I would think that this is by design. A brighter light is desired while filming to pick up every little detail in a dark setting. A flashlight just requires that you can see in the dark.
