Lg g7 circle with a question mark

[Android Central Question]

My lg g7 can't turn on. It got stuck at a circle with a question mark blinking non-stop. But after I plug in the charger ,it screen turn off.

Ps. I have change a battery but i'm not sure if the new battery is defected or not.
