lg v10 won't perform factory reset. How can I get pass this issue?

I purchased a brand new LG V10 on EBay. I received the phone today, the phone won't perform a factory reset. Every time I try to factory reset the phone, the phone reboot and I receive the following message: Secure booting error
Error code 1003
Modified
The phone reboot again and goes back to normal screen with no changes made.

Can you please suggest a run around this issue?
 
Do you know if the phone has been rooted prior to you buying it? And what carrier is it with bc of it's with Verizon, they don't usually play nice with modified equipment (unless you know what you're doing...)
 
If it's brand new you shouldn't have to do a factory reset? Like yeahizme said if it's Verizon and they tried to root, you might not be able to factory reset. Then again, it's not brand new either :(
 
Will doing a factory reset through the "secret" menu in the dialer make a difference? Maybe you can try that. The correct number to dial should be floating around here or xda
 
I would contact the seller and initiate a return. If they don't reply, contact eBay. That phone is not new and I wouldn't continue trying to fix it.

If you want to try to fix it, I believe you could try flashing the KDZ if it's available. XDA would be your source for that if it exists.
 
Ebay even allows a condition leading of "new other" whatever that means. It seems your phone got monkeyed with and seller unloaded. Look at history. Does seller do a lot of phones? Hopefully return goes well.
 
This sounds like somebody tried to root it and it was definitely not a success. I would stop trying to fix it and immediately contact the seller for a return. If that doesn't work then eBay and PayPal (if you used it to pay) have other methods available to you.
