You must be new to Android.

It's long been established that Android OS is meant to use most of the available RAM.

4 gig is plenty. The amount of apps installed is unrelated.

It will always use as much ram as possible, keeping the apps you use most in RAM to be able to access it quickly, when needed.

The new LG V35 has 6GB RAM + Snapdragon 845. Or get the V30s ThinQ which might be cheaper. 4GB is really plenty, I don't know what you're doing exactly on your phone, even most games do not need that much RAM. Turn off animations in developer mode if you want it to be faster.

You can also download an app called Greenify to shut down and hibernate apps to free up RAM.

As others have said, Android is designed to keep RAM full. If you had a phone with 6 GB, it would use about 5.5 GB, all else being equal. If you feel tempted to install one of the RAM boosting/optimizing apps... Don't. They don't know how Android works and will cause increased battery drain and possibly lag as they fight the OS.
