This is very strange. Lately I've noticed a lot of compression artifacts and lo res images all over the place. It's most common in apps. Web browsing appears less affected, but the issue crops up occasionally. It's almost as if the initial placeholder images load, but not the full resolution jpg. Examples posted here are from NPR news app and Google play store, but I've seen it in the Amazon app, IMDB app, grantland web site, and the onion mobile web site.
This may be a wider Android issue, but I'm posting it here, because I started noticing the problem after the 4.3/sense 5 update for the EVO LTE.
