Location toggle = GPS toggle?

On my old S3 and other Android phones before it, I had a GPS toggle. On the Note 4, I only have a Location toggle. Is this the same thing with a different name or does the Location toggle turn off more than the old GPS toggle did? I used to toggle off my GPS to save battery, but I liked that I could still get some location service off of my WiFi.
 
I don't like the change either, but it's something that happened since KitKat I believe. The point is the GPS toggle is gone, and now the Location toggle takes over. The problem is this turns on and off ALL location services. Before, you could leave Location Services ON with low-power settings like using only WiFi or tower info, just not GPS. Now you have to long press that toggle to choose which location mode you want to activate, but the toggle no longer turns GPS on and off specifically.
 
Check in Settings/Connections/Location to see if you can still set it for different levels of location services.

I'm running 4.4.2 on a Note 3 and still have the GPS toggle - no "Location" toggle.
 
That's odd... Well, honestly I can't remember which update changed it on my Note 3, but I do remember it changed to that awful thing. And sure enough, the Note 4 has Location toggle, not GPS.
