Welcome to Android and the forums! Hope you are enjoying the device.

Don't have an S4, I have an S3, but this should be the same. Settings>Lock Screen>Lock Screen Options>Shortcuts On. Should have 4 apps on by default, and you may have to delete at least one in order to set aps to the lockscreen. And I think the limit is 4 or 5.

Under settings, go to the My Device tab and select Lock Screen. Make sure Multiple Widgets is checked. Lock your phone and go to the lock screen. Swipe your finger at the top of the screen above the clock to the right to move to another screen. Click the + button and add your widget there.

I think this is possible only if you use the "swipe" lock screen.

If you any other lock screen methof (eg pattern), it is not possible to put apps or widgets or camera shortcut on the lock screen. The option to do so is blocked (cannot switch on apps, widgets or camera).

I think it is to like this to prevent bypassing the lock screen security. One of the security "flaws/bugs" on iOS and Android.
