Lock Screen Multiple Application Widget?

I've seen someone have a widget on their lock screen that when they touch the screen, there is a circle where you can place whatever applications you want and slide towards that app. to open it quickly. Anyone know what the widget is called or if it's a ROM?

C locker does that also, and is free
