Lock screen - Remove weather/time or add default location

I recently got a Verizon postpaid HTC Desire 526 as my first smartphone and first Android device. I am trying to get it set up how I like it, disable Verizon-installed apps that I have no use for, and so forth. For privacy and battery-use reasons, I would like to keep Location Services off most of the time except when I want to use an app that really needs my current location, such as for driving directions. One annoyance I have is that the lock screen shows the current date and time next to an area reserved for the weather that says "Weather Unavailable" as long as Location Services is off. Is there a way to remove that widget from the lock screen altogether or at least put in a default location so it gets weather for that location rather than depending on Location Services? Even the time is fairly useless there since the time is right above it in the status bar.
