Locked out of phone

My dad got the galaxy mini about 5months ago, 2months after he got the phone it locked. My dads has just figured out how to call people never mind how to set up a lock on his phone. The lock screen doesn't look like the normal swipe or pin locking screen and will let me put in 16 digits. Has anyone seen this before?

Looks like a typical pin lock screen to me. After so many failed attempts it will make you wait a certain amount of time to unlock. I belive you should have the option to use your gmail to bypass the lock and reset it

It's always like that, doesn't give me the option to use gmail. Doesn't let me do anything

Have you tried booting into recovery and doing an fdr?
