Locking a Nexus 9, where does the request remain?

Locking a Nexus 9

When I request my Nexus 9 to be "locked" on the Android device manager, does this request remain in cyperspace waiting for the device to be turned on or do I have to do the request while the device is on?

Use Android device manager on ur computer

Thanks for the reply, but the situation is that it was apparently stolen and I have now way of knowing if it is locked. I did eventually talk with Google and they "think" that the Tablet has to be on when the command is given. I suspect that someone has removed my data and will no longer be recognized by device manager.
