Low memory?

When I try to post a picture on any forum I get a low memory message and action is canceled.

I have used device care and cleaned cache force stopped chrome, cleared chrome cache. And still get the message!

Anything I'm missing?

Is the error message referring to internal storage or RAM? How much free internal storage do you have?
 
How are you trying to post the pics?
Do you go through the advanced - manage attachments etc...?
Where are the images located, cloud - sd card - internal storage?
 
You know you can put screen capture in the side menu on a note.
When you have something you want to take a picture of on your phone.
Drag open the side screen, and touch screen capture.

Have you been into your setting and run device care ?

yes, i have ran device care and cleaned memory and storage 431.9 GB storage available, SD card has 116.7 GB avail. 7 GB memory avail.
 
tried to post a pick using DEX and still same message. How do you do a screen shot while in DEX?

Yes in Chrome and in Samsung internet. I have cleaned the CACHE on both apps!
Give this a shot, as it's a common solution I found (ignore the reference to Kit Kat, as this seems a long standing issue).

If that doesn't work, here's a bit of a long shot suggestion. Go into the app manager and disable Chrome. Then, from the app list, use the menu to select the view system apps option. Look for "Android System Webview" app and enable it. Then go to the Play store and check for updates for the System Webview app, and install if available. Finally, go back to the app manager and re-enable Chrome (which will automatically disable System Webview, only one of them can be enabled at a time), and try to upload again. I've seen some oddball errors in Chrome fixed by updating the System Webview app, even though that app is normally disabled on current versions of Android.

Do you access the forum using browser or an app for forums?
Now that I see your screenshot I recognise that error message but can't for the life of me remember what the fix was
