Loyalty cards sync across devices but credit cards don't?

Loyalty cards sync across devices but credit cards don't? Has anyone experienced this? I think on the old google wallet, credit cards would sync across devices.

I didn't have to enter my card information on pay except for the COV code; it was migrated directly. If it doesn't do that step, not sure what it looks like.

I have 2 devices with Android Pay on them. I added all my credit cards and loyalty cards on one device. When I open Android pay on the second device, the loyalty cards show up but not the credit cards.

When I opened up Android Pay on my second service, I was able to easily add my other cards by entering my security code. Tapping on the + then the add card will bring up everything I have linked.
