Media volume keeps changing every minute for no reason

I have a Nexus 6 and within the past week or so I've noticed that the media volume on my phone keeps changing. At first I thought that it was an app that I was using (PowerAMP which I haven't had problems with in half a decade) but on further inspection it's happening to any app that plays audio. What will happen is the volume will start off it's normal level and while playing whatever audio it will get quieter by the minute, sometimes a small amount, sometimes a lot. Then it'll randomly jump back to another level. Sometimes it happens once every few minutes, sometimes it'll jump down and back up almost immediately. I've checked app settings but when it started affecting the entire phone I decided to check the phone settings yet I can't find anything that would do such a thing.

The only thing that has changed recently is I got a new Fitbit, but the problems I feel were happening before I got it, and even when I unpair the devices I still get the volume changes. I should also add that it even happens with headphones in but the volume change is a lot less noticeable.

Does anyone have any idea what it could be?

Also, make sure the headphone jack is clear of any debris. Use a can of compressed air to blow it out, or a damp toothpick to root around.
