Honestly I'm not so sure that it is the boyfriend... I mean Lilmamag1123 claims that there are apps and web pages that cannot be accessed... That doesn't sound like typical spying methods and a hack sophisticated enough to prevent selective apps from opening or being used and preventing selective web access. That's NSA level stuff right there. At that level of sophistication there's no stopping him, actually we're all probably being spied on right now for even attempting to help her. Jealousy usually results in attempts to see who is being talked to, gathering intel on messages and images being shared. I think she may suffer from guilty conscience and/or an accusational boy friend and a buggy device.
Given that all use returns for a short while after factory reset I'd say your issue is an app that you keep reinstalling every time your reset your device. Maybe try to reset your device and disable "restore apps". Use the device vanilla, without any downloaded apps, for awhile and see if you have issues. Then add your apps back slowly until your issues return to try and figure out which app is causing you the issue. About now someone would suggest that you try the device in "Safe Mode" for awhile. You could try this before resetting but with no clear symptoms, I mean you problems are all over the place, it will still make finding the problem app difficult.
When restoring apps avoid Spam detectors, antivirus apps, battery booster apps, memory booster apps and anything else that is supposed to protect you from the big bad wolf or increase your devices performance. These types of apps usually cause more harm than good and frankly they usually don't work and cause issues like the ones you've described.
