Message bar won't go away

The white-text-on-dark-grey message bar that some apps (Tech News) place at the bottom of the home screen such as "Press Back again to exit" will not leave the screen immediately. It blocks the keyboard, for example. It eventually goes away in about a minute but that is not satisfactory. This is recent. Did I change a setting?

Which value do you have selected in this accessibility option? Just in case make sure it's set to default.
