Is there a size limitation on messages sent (photos). I'm using Google messenger.

Google messenger is a texting app, so your picture messages will be sent via MMS. Your carrier sets the limit ATT is 600kb. Use email for bigger picture files - gmail is something like 20 megabytes.
 
I reduced the Picture to 150 kb and messager still won't send it. Do I need to go with another messages app?

send a link to a webhost for the picture,

or, use
* chomp SMS - Android Apps on Google Play


Why? Because that app will allow you to send your big MMS pix via WiFi....

However, you must consider the other guy, if you send him a big picture, he has to Pay $$$ to download that picture (unless he has an unlimited data plan)
 
Just noticed a response that I need to have data turned on and WiFi doesn’t work. Is that a rumor?

SMS/MMS always goes via the carrier's data circuit.


use the app I recommended, it will go via WiFi once you register with Chomp
