Mini popup for small elements in Chrome?

I can't figure out how to reproduce this very cool feature! :confused:

Sometimes when I'm zoomed out and I click on a small button, image, link, etc. It will actually bring it up in a small popup that I can easily click on. I can't for the life of me figure out how to do it when I want to. Can someone help me please?

I can't figure it out either... my guess is it's automated by how many links contained in a certain area pixels square.
 
yea, it comes up when there are 2 or more target points in a small area and it isn't sure which one you actually are trying to press. Great little feature.

it only comes up when you click on the space between two links. ie, when you dont click the link properly.
