Missing Emergency Alert Settings On Canadian Galaxy S5

A friend passed a Galaxy S5 along to me, and I see it has the emergency alert icon at the top left hand corner of the screen, which I assume means that EAs are activated. I've checked everywhere including the Messages settings -- which contain just about everything except the Emergency Alert settings that I see in US-based howtos -- and can't find out how to disable it. Is this a Canadian carrier thing which can't be turned off? I'm on Rogers.
