Missing Emergency Alerts

I've gone all through my s3 with AT&T and can't find the settings under messaging for emergency alerts. My wife has Tmobile with the same phone and she has Emergency settings under her messages. Why don't I have it?

AT&T only supports a couple cities. I am not sure where this info is but have read about it somewhere.
