Missing Vietnamese language on AT&T S3

Hello Experts,
I just picked up an S3 yesterday from AT&T and did an update. However, I could not find the Vietnamese language in Settings > Language and input on this phone. I saw it on my TF700 tablet. My friend's phone with Verizon has Vietnamese.

Oh, and the battery life is terrible.

Any help/advise will be greatly appreciated.

NVM, I called AT&T tech support and they confirmed that Vietnamese language is not support on their build. How stupid is that?
