Most apps have my location wrong

Ok, so Google Maps knows exactly where I am, no problem. But Spotify and other apps that show location-based ads keep showing me ads for MN, and I'm in IA, nowhere near the border. I had spent a week in Minneapolis, but that was 2 yrs ago. And ever since, I've been getting ads for Hennepin County. I'm using a Pixel 2, with Android 11 running. (That's the last update this phone will receive; it's no longer supported.)

Are you using a VPN?
Have you tried going in the websites associated with those apps and manually changing your location?
 
Do you have Location enabled, and allowed for those apps? (If you don't, the apps may be "guessing" your location - and getting it wrong.)
