Have you tried a new SIM card? Checking your APN settings?

consumer cellular tried fix first phone , failed so sent new phone and it doesnt work either. there isnt any place local that i know of to get help. getting aggravated

Keep having CC replace it, until they get tired of the losses it's costing them and they check one out before sending it to you. (They lose money every time they replace a phone - but they have no choice if they send you one that's not working.)
