Moto G5 unable to receive and answer calls without internet connection

Hey. My brand new Moto G5 phone is not connecting and answering calls when the internet connection is turned off. It says the phone is switched off. And whenever i try to make an offline call it does not connect. As soon as i turn the internet on i start getting calls and am able to make calls easily. I use vodafone 4g postpaid and I also tried to talk to the customer care executive but they say there is no issue from their side. Is it some setting issue in the Moto G5? Is it some settings that i need to change so that i can start making offline calls again?
 
Welcome to the forums as a new member. The SIM card and carrier would have been my first choices as problem areas as it sounds like you're using wifi calling only and mobile data is not enabled. Can you download files or access the web if you turn wifi off? If so then I think you have wifi calling only set somewhere. If you can't get the web, do you have mobile data turned off? I would be going thru data and call related settings depending on what you find from those questions. Also, Vodaphone tech support may not know what they're talking about. Do they have a store you can go to?
