moto g7 power without cell service

Is it possible to use the Moto G7 Power without a SIM or cell service and just on the local area network wirelessly?

If yes:

Can one update the O/S and apps via wireless connection through an internet connected router?
Can one connect the Moto via USB to a desktop computer and perform streaming?
