Depends on how many apps and games you want to install. Keep in mind that the internal memory will always be slightly faster than even a fast UHS micro SD card. Also, the more empty space there is on a eMMC SSD, the better the performance. Obviously that doesn't necessarily mean that 32GB is bound to be faster - there are other potential bottlenecks (e.g. CPU).

That said, if I had the choice today to go for 16GB at £250 or 32GB at £319 I'd go for the former, without doubt. It's borderline having to pay £40 extra for double the storage but £70? I don't think it's worth it. If you intend on buying the 16GB version from Moto Maker anyway then the decision becomes harder as it can be handy to have a larger internal memory and £40 difference is a lot less than a £70 difference.
