If you are rooted you can use Apps Opps apps or the Xposed Apps Opps module and revoke the camera permission from apps such as Skype. You should be careful using revoking permissions as an app might not work correctly but it's a good tool as not all developers create their apps with the least amount of permissions that are really needed. Using Apps Opps and something like Permissions Dog you can fine tune apps that you want/need.
