Moto X4 storage issue?

According to Reddit users, the Moto X4 uses around half of the 32GB for “system files”, leaving you with only 13GB to use. I always thought stock Android used around 6-8GB for the OS? So what’s taking up that extra space? Is this a new feature for all of Android, or just this phone?

I guess a 64GB phone is required for Android if I want enough space for apps and games.
 
Someone in that Reddit thread referenced this AC article, where Jerry explains seamless updates: https://www.androidcentral.com/what-are-seamless-updates-and-how-will-they-work. It essentially doubles the space needed for the system, since it requires two identical system partitions. I'm not sure the convenience of not having to wait for a system update to finish is worth losing a fairly significant amount of storage -- it makes 32 GB almost too small now for the average user.
