You need a rooted phone for that app.

Though I strongly recommend against this, a non-root and supported method is formatting an SD card as adopted storage, which will store all of your apps and data on the SD card. It basically turns yours SD card into internal storage. There are issues with this, though; for example, the SD card is encrypted, so it works only with this one phone. Of course, you also risk losing all of your apps and data if the SD card fails.
