Question Music - why?

Why does the Music app not see files below 60s or 100kb? And you have to change this default settings.
I struggled for DAYS to see my short files recorded with the Recorder, Music just wouldn't scan and see the files.

Who makes such decisions? This is idiotic.
And Android is full of such crap.
