Welcome to Android Central! I'm not sure I understand -- is this actually your tablet that you bought, or are you using someone else's? Or are you seeing that message somewhere? If so, where do you see it?

"owned, setup and controlled by another" what? Another person?

If it was, that person needs to remove their configuration before you can set it up for yourself.
